Venue rules come first. Some venues require their own engineering review of ground-supported walls (often for wind load, even indoors or in places that rarely see high wind), and their ballast number can be far above the manufacturer's. It's interpretive and it costs money, so ask the venue before you quote. Confirm everything with the manufacturer and your rigger.
